The National Research and Development Centre for Riverine and Lake Fisheries (NRDCRLF), Haa, welcomed Mr. Wangchen Norbu, Chief Human Resource Officer, Ministry of Agriculture and Livestock (MoAL), during his field visit to strengthen human resource services and performance management at the field level.
The visit focused on facilitating the cascading of the 13th Five-Year Plan (13th FYP) and Annual Performance Agreement (APA) into Individual Work Plans (IWPs), ensuring a clear line of sight between Ministry priorities, institutional objectives and individual responsibilities.
During the session, guidance was provided on the preparation, implementation, monitoring and review of IWPs and performance management. The presentation highlighted the importance of Objectives and Key Results Areas (OKRAs), Key Performance Indicators (KPIs), and performance standards in setting clear, measurable and results-oriented objectives.
The session also emphasized differentiated roles and responsibilities across organizational levels, enabling officials to understand their respective contributions towards achieving institutional results while avoiding duplication of responsibilities.
The engagement further provided an opportunity for field officials to discuss HR-related matters, share field-level challenges and identify areas requiring support and follow-up. It also highlighted the importance of strengthening coordination between the Human Resource Division and field offices and fostering a results-oriented performance culture.
The visit reaffirmed the importance of bringing HR services closer to the field and ensuring that individual work is effectively aligned with the Ministryโs 13th FYP and APA priorities.
